Intel Foundry Services (IFS) is Intel's bid to become a major third-party chip manufacturer, competing with TSMC and Samsung for external customer orders. Intel is deploying its Intel 18A process — featuring RibbonFET gate-all-around transistors and PowerVia backside power delivery — which it claims will be competitive with TSMC's N2. The company has secured significant US government support through the CHIPS Act, receiving up to $8.5 billion in grants and $11 billion in loans to build advanced fabs in Ohio and Arizona. Microsoft has committed to producing chips on Intel 18A. Intel's success as a foundry is strategically important to US efforts to reduce dependence on TSMC and diversify advanced chip manufacturing geography.
