China Graphite & Antimony Export Controls (Dec 2023)

Suspended (partial)Effective: 2023-12-01 · as of 2026-06-04Read more →

China's Ministry of Commerce extended its critical-mineral export controls to include high-purity graphite products, effective December 1, 2023, followed by additional antimony controls announced in August 2024. Graphite is a key anode material for lithium-ion batteries and is also used in high-purity form as a crucible material in silicon wafer crystal growth. China controls roughly 65% of natural graphite mining and the majority of high-purity synthetic graphite processing. The controls require exporters to obtain licenses and submit end-user documentation, adding friction and uncertainty to supply chains that depend on Chinese-origin graphite for semiconductor and battery manufacturing.

Current Status

Suspended (U.S. only). As part of the same U.S.-China trade framework that suspended gallium and germanium controls, China suspended its stricter end-user and end-use review requirements for graphite exports to the United States until November 27, 2026. Baseline export licensing requirements for graphite continue to apply to all other destinations including the Netherlands, Japan, South Korea, and Taiwan. The full control regime may be reinstated after November 2026.

How do GPU distributors manage export control compliance?

Distributors and hardware vendors must classify each shipment under ECCN, screen denied parties against the BIS Entity List, and maintain audit trails. Modern export compliance software automates these tasks — replacing spreadsheets and government portals.
